Jasmine McKinney, of Dayton, died following the crash at at North Paul Laurence Dunbar and Edison streets.
Her cause and manner of death have not been determined at this time, according to Montgomery County Coroner Dr. Kent Harshbarger.
A 29-year-old man, Donald Lee Parrish, was arrested on a preliminary aggravated vehicular homicide charge in connection to the crash, according to a police report.
He has not been formally charged at this time.
In a crash report, police wrote that Parrish was driving a 2012 Nissan Altima southbound on North Paul Laurence Dunbar Street around 1:30 a.m. when, just north of Edison Street, he “apparently lost control and struck the west curb.”
From there, police said the car continued south across Edison Street, drove over the curb and crashed into a light pole, throwing the right front passenger — later identified as McKinney — from the vehicle.
Then the car kept traveling south, went over the curb again and struck another pole, spinning the car around to come to a stop facing north in the southbound lane of North Paul Laurence Dunbar Street, according to police.
A man who identified himself as Donald called 911 to say he needed an ambulance for his sister at Paul Laurence Dunbar and Edison streets in Dayton.
The caller kept repeating “somebody cut us off” when asked further questions about the crash.
Parrish was arrested around 5:45 a.m. at the Dayton Public Safety Building on Wednesday, according to Montgomery County Jail booking records.
The crash report says that Parrish is not suspected to have been impaired. The report also lists a second passenger in the vehicle.
McKinney was not wearing a seatbelt, the report says, and was ejected from the crash.
